In line with this, the Department of Land Resources (DoLR) is actively exploring ways to promote cactus farming to unlock its potential benefits across various sectors—such as fuel, fertilizer, fodder, food, and plant-based leather—to support national interests and enhance farmer incomes. 

The Department of Land Resources (DoLR) is implementing the Centrally Sponsored Scheme ‘Watershed Development Component of Pradhan Mantri Krishi Sinchayee Yojana (WDC-PMKSY)’ with the primary goal of sustainably developing the country’s rainfed and degraded lands. The scheme allows for the adoption of appropriate plantations to aid in land restoration. 

As part of this initiative, DoLR has issued guidelines for the “Promotion of Spineless Cactus Cultivation/Plantation in Watershed Projects under WDC-PMKSY” and has shared them with all States and the Union Territories of Jammu & Kashmir and Ladakh. These guidelines encourage cactus cultivation for bio-gas production and other applications. A tentative minimum target of 10,000 hectares has been set for cactus plantation under the initiative.

Currently, cactus cultivation in India is primarily confined to use as fodder.

Cactus based leather, an innovative product could redefine how India engages with fashion, agriculture, and environmentally conscious manufacturing.

According to a pilot study by the National Institute for Interdisciplinary Science and Technology (NIIST), Thiruvananthapuram, demonstrated that 3 kg of cactus yields approximately 3.38 square feet of bio-leather, which can be used to manufacture 2 pairs of biodegradable chappals, 2 pairs of shoes, or 3 small bags. Cactus leather represents an eco-friendly, non-violent alternative to animal leather with a significantly lower impact on the environment.
