On Thursday, the Indian government imposed a definitive anti-dumping duty on luxury vinyl tile imports from China and Taiwan. The Commerce Ministry recommended a duty of US$ 2.05 per square metre on imports from China and US$ 1.44 per square metre on imports from Taiwan.
The Central Board of Indirect Taxes and Customs (CBIC) issued a notification stating that this duty will be in effect for the next five years. The anti-dumping duty will be specifically applied to “Vinyl Tiles other than in roll or sheet form” that have a minimum thickness of 2.5 mm and a maximum thickness of 8 mm.
As per the CBIC Notification, the scope of the anti-dumping duty includes several types of vinyl tiles and flooring, such as luxury vinyl tiles, stone plastic composite (SPC), PVC flooring tiles, PVC tiles, rigid vinyl tiles or rigid vinyl flooring.
The petition for an anti-dumping investigation into vinyl tile imports was filed by three Indian companies – Welspun Flooring Ltd, Welspun Global Brands Ltd, and Welspun India Ltd.
Earlier this year, DGTR recommended imposing a duty on the imports of “Vinyl Tiles other than in roll or sheet form” from China and Taiwan. The DGTR concluded that these products were being exported to India at prices lower than their fair value, which was negatively impacting the domestic industry.
