The world’s search for skilled talent increasingly ends in India. Doctors, engineers, caregivers, and tech experts from across the country are now anchoring essential roles abroad, driving healthcare, innovation, and productivity in developed economies. The latest OECD International Migration Outlook 2025 places India firmly at the centre of global labour mobility.

According to the OECD’s International Migration Outlook 2025, India has emerged as one of the most sought-after sources of talent for developed economies struggling with persistent skill shortages. From hospitals and care homes to technology hubs, Indian workers are helping bridge critical gaps across industries in advanced nations.

In 2023 alone, nearly 600,000 Indians migrated to OECD countries — an 8% jump from the previous year — making India the largest origin country for new migrants. This surge marks a shift in global migration trends, moving beyond low-wage labour to a wave of skilled and semi-skilled professionals from emerging economies, with India leading the pack.

Healthcare leads India’s global workforce expansion

Healthcare remains the beating heart of India’s overseas workforce. The OECD data shows that India ranks among the top three sources of foreign-trained doctors and top two for nurses employed across OECD nations. Between 2021 and 2023, four in ten migrant doctors and over a third of migrant nurses in OECD countries came from Asia — with India contributing the largest share.

To streamline this movement, several formal pathways have been established. The UK’s Health and Care Worker Visa and Ireland’s International Medical Graduate Training Initiative now enable Indian healthcare professionals to work, train, and contribute to foreign health systems under structured programs.
These initiatives not only address workforce shortages abroad but also strengthen the professional exposure and skill development of Indian talent.

New labour pathways and bilateral opportunities

Beyond healthcare, India’s footprint is expanding into sectors like aged care, construction, and technology. Governments are now establishing bilateral migration partnerships to attract Indian workers through formal and transparent recruitment channels.

For instance, Australia’s Aged Care Industry Labour Agreement and the India–Greece migration pact signed in 2024 are creating structured routes for Indian professionals. These collaborations ensure a steady flow of skilled workers into high-demand roles such as caregivers, construction labourers, and seasonal agricultural workers.

These formal agreements are part of a larger effort among OECD countries to balance migration needs with domestic policy constraints, ensuring that talent inflows are targeted to sectors facing acute shortages rather than expanding overall migration quotas.

While many OECD nations are tightening visa norms and compliance checks to safeguard workers, demand for Indian talent remains resilient. Countries such as Poland, Latvia, and Finland have introduced measures like mandatory employment contracts, wage benchmarks, and digital verification systems to prevent exploitation and ensure fair recruitment practices.

Despite stricter rules, the flow of Indian professionals continues to grow. In fact, these policies are making migration systems more transparent and skill-focused, further consolidating India’s leadership in the global labour supply chain.

The OECD report also highlights an increase in female migration from India, particularly in caregiving, education, and healthcare sectors. Simultaneously, a new generation of Indian graduates transitioning from international study to full-time employment is boosting India’s presence in IT, research, and innovation-driven industries.

This global reliance, however, brings new challenges. The report cautions that while India’s outward mobility supports foreign economies, it must also invest in domestic workforce planning to avoid shortages at home, particularly in healthcare and skilled services.

Yet, the momentum is undeniable. India’s deep talent pool, English proficiency, and strong technical education base make it a natural choice for economies seeking skilled labour. As advanced nations grapple with aging populations and skill deficits, India stands out as the world’s most reliable source of human capital.
