India to mandate labels on bulk retail packages over 25kg

The Ministry of Consumer Affairs has proposed an amendment to the Legal Metrology (Packaged Commodities) Rules, 2011. This amendment will mandate that essential information be displayed on pre-packaged items weighing over 25 kg or measuring more than 25 litres when sold in retail markets (bulk retail). These details will include maximum retail price (MRP), best before date, manufacturer details, and country of origin.

The Consumer Affairs Ministry has proposed an amendment to the Legal Metrology (Packaged Commodities) Rules, 2011.

The Ministry stated, “It is observed that packaged commodities above 25 kg are also available in the market for retail sale, which is not as per the intention to make all declarations on pre-packaged commodities meant for retail sale.”

According to PTI, this proposed amendment will mandate that essential information be displayed on pre-packaged items weighing over 25 kg or measuring more than 25 litres when sold in retail markets.

Presently, these bulk packages are exempt from displaying critical details such as maximum retail price (MRP), best before date, manufacturer details, and country of origin.

The new proposal will require manufacturers, packers, and importers to include comprehensive labels on all pre-packaged goods intended for retail, regardless of size. This change aims to provide clarity for the industry and assist consumers in making informed decisions.

Public comments on this proposal are invited until July 29. However, the proposed rules will not apply to packaged goods meant for industrial or institutional consumers. This initiative responds to the increasing presence of bulk pre-packaged items in retail markets. By requiring clear labels on these products, the government aims to enhance transparency and ensure consumers have complete information when making purchases.
