L&T, IOCL join forces for India’s largest green hydrogen supply pact

L&T Energy GreenTech Ltd. is set to develop a green hydrogen plant at Indian Oil Corporation Ltd’s Panipat Refinery, designed to operate round the clock using renewable energy. The facility will supply 10,000 tonnes of green hydrogen annually over a 25-year period, supporting IOCL’s decarbonisation efforts and advancing India’s net-zero objectives.

L&T Energy GreenTech (LTEG), a subsidiary of Larsen & Toubro, is set to construct India’s largest green hydrogen plant at Indian Oil Corporation Ltd’s (IOCL) Panipat refinery in Haryana. The project, developed on a build-own-operate (BOO) basis, will supply 10,000 tonnes of green hydrogen annually to IOCL over the next 25 years. This landmark partnership is poised to accelerate IOCL’s decarbonisation journey and contribute significantly to India’s net-zero targets.

Mr Subramanian Sarma, Deputy Managing Director & President, L&T, stated,The decision to set up India’s maiden green hydrogen plant validates our strategy to lead the nation’s energy transition. This long-term project not only deepens our partnership with IOCL but also reinforces our capability to deliver large-scale clean energy solutions. As a first mover in India’s green hydrogen space, we are proud to lay the foundation for cleaner industrial processes at scale.”

The plant will operate 24/7 using renewable energy sources to produce green hydrogen via high-pressure alkaline electrolysers, which are manufactured domestically at L&T Electrolysers Ltd’s advanced facility in Hazira, Gujarat. This move bolsters the government’s Aatmanirbhar Bharat initiative by promoting indigenous clean-tech manufacturing and supports the objectives of the National Green Hydrogen Mission.

Mr Derek Shah, Head of Green Manufacturing & Development at L&T, highlighted that the plant will set new industry benchmarks with its cutting-edge technology and high performance.

This milestone positions LTEG as a trailblazer in India’s green hydrogen space, driving large-scale adoption across hard-to-decarbonise industries such as refineries and fertiliser manufacturing.

LTEG focuses on sustainable energy domains including green hydrogen production, electrolyser manufacturing, and clean energy engineering, procurement, and construction (EPC). It operates on three pillars — Development, Manufacturing, and EPC — and emphasizes innovation, partnerships, and R&D to deliver integrated solutions.

The company secured a major strategic victory on May 14 by winning IOCL’s first green hydrogen tender through a competitive bidding process, further cementing its position as a leader in India’s clean energy sector.
