The Maharashtra government has entered into a Memorandum of Understanding (MoU) with Blackstone Group’s subsidiaries, XSIIO Logistics Parks and Horizon Industrial Parks, to attract Rs 5,127 crore in foreign direct investment (FDI). This strategic investment will drive the development of state-of-the-art logistics and industrial parks in key hubs such as Nagpur, Bhiwandi, and Pune.

In a significant move to strengthen Maharashtra’s logistics and industrial infrastructure, the state government on Wednesday signed a Memorandum of Understanding (MoU) with Blackstone Group’s subsidiaries, XSIIO Logistics Parks and Horizon Industrial Parks. The agreement, which promises to bring in foreign direct investment (FDI) worth Rs 5,127 crore and generate approximately 27,510 jobs, was formalized at the Sahyadri Guest House in Mumbai.
The MoU was signed between Industries Secretary Dr. P. Anbalagan and R.K. Narayanan, President of Horizon Industrial Parks, in the presence of key government and industry leaders. According to the Chief Minister’s Office (CMO), the agreement marks a strategic step toward developing over 10 modern industrial and logistics parks across Maharashtra’s major economic corridors.
These state-of-the-art parks will be constructed on a land bank of 794.2 acres, with development planned over 1.85 crore square feet. The selected locations include strategic hubs such as Nagpur, Bhiwandi (Thane district), Chakan (Pune), Sinnar (Nashik), and Panvel (Raigad). These regions are known for their connectivity and industrial potential, making them ideal for the logistics and manufacturing ecosystem.
Aligned with the newly launched Maharashtra Logistics Policy 2024, the upcoming parks will incorporate green, digitally-enabled infrastructure and adhere to environmental-social-and-governance (ESG) standards. The focus will be on sustainable development while ensuring maximum employment generation and ease of doing business.
Terming the partnership as transformative, Chief Minister Devendra Fadnavis emphasized its long-term significance. “This collaboration is a step toward developing world-class, ESG-compliant industrial and logistics hubs in cities like Nagpur, Mumbai and Pune. It will establish a robust foundation for manufacturing, warehousing and supply chain excellence in India,” he said.
Deputy Chief Minister Eknath Shinde, CM’s Principal Secretary Ashwini Bhide, Maharashtra Industrial Development Corporation (MIDC) CEO P. Velarasu, Deputy Secretary Lakshmikant Dhoke, and senior representatives from Blackstone including Tuhin Parikh, Alok Jain, and Ashish Agarwal were present during the signing.
The initiative is expected to enhance Maharashtra’s position as a logistics and industrial powerhouse by leveraging its geographical advantage and robust infrastructure. The development of these parks will support industries with advanced warehousing, smooth supply chain operations, and increased efficiency in logistics management.
This collaboration underscores Maharashtra’s commitment to attracting global investment and creating a future-ready industrial landscape. As the state accelerates its development agenda under the Maharashtra Logistics Policy 2024, partnerships with global players like Blackstone will be instrumental in driving inclusive and sustainable growth.
