Partnership Creates Waste-to-Value Markets
New Delhi, September 3, 2026: Government e-Marketplace and the Textiles Committee have signed a Memorandum of Understanding to promote recycled and upcycled textile products through government procurement.
The partnership aims to create new market opportunities for products made from pre-consumer and post-consumer textile waste, scrap and second-hand clothes.
The initiative will establish a Waste-to-Value-to-Market ecosystem, enabling textile waste to be converted into quality value-added products for government buyers.
Under the agreement, the Textiles Committee will identify, verify, certify and recognise eligible producers. It will also support stakeholder consultations, capacity building, market research and the development of technical specifications.
GeM will create dedicated categories for recycled and upcycled textile products, facilitate seller onboarding and provide online market access.
The initiative will particularly focus on women, MSMEs, artisans, recyclers and local circular-economy enterprises.
The partnership aims to support sustainable livelihoods, resource conservation and India’s transition towards a more circular and resource-efficient textile economy.
