The Ministry of Commerce has officially notified the operational procedures for inventory-based cross-border e-commerce exports, marking a significant step towards strengthening India’s digital export ecosystem.
The Directorate General of Foreign Trade (DGFT) issued a public notification outlining the framework that allows eligible e-commerce companies to maintain inventory exclusively for export purposes. The move follows the government’s recent decision permitting e-commerce firms with foreign investment to hold inventory solely for international sales.
The newly notified framework includes detailed guidelines covering registration of Exporters-on-Record (EOR), inventory management, seller visibility, compliance certification, reverse logistics, dispute resolution and other operational requirements.
According to the Commerce Ministry, the procedures come into effect immediately and are expected to simplify cross-border trade while ensuring greater transparency and regulatory compliance for online exporters.
The initiative is aimed at promoting India’s growing e-commerce exports by providing a structured mechanism that supports inventory-based international fulfilment without impacting domestic retail regulations.
Industry experts believe the framework will improve operational efficiency for exporters and enhance India’s competitiveness in the global e-commerce market.
