To shield domestic industry from low-cost inward shipments, DGTR has recommended imposing anti-dumping duties on a chemical used for water treatment, which is being imported from China and Japan.

The Directorate General of Trade Remedies (DGTR) has recommended anti-dumping duty on the chemical ‘Trichloro isocyanuric acid’, following an investigation on the dumped imports of the chemical from the two countries, China & Japan. (The application to initiate an anti-dumping investigation against imports from China and Japan was filed by Bodal Chemicals Ltd.)

The notification from DGTR stated, “The authority recommends imposition of provisional anti-dumping duty on the imports.”

As per the DGTR’s notification, the recommended duty is in the range between US$ 170 to US$ 870 per tonne.

Finance ministry makes the final decision to impose the duty within three months, following the recommendation made by DGTR which is an arm of the Commerce Ministry.

Anti-dumping investigations are initiated by countries to determine whether a spike in below-cost imports has negatively impacted native industries. Under the multilateral regime of the World Trade Organization (WTO), they impose duties as a countermeasure. The anti-dumping measures are implemented to ensure fair trade and provide a level playing field to the domestic industry. It is not intended to restrict the imports or raise prices of products without adequate justification.
