MNRE proposes green hydrogen certification scheme

The Ministry of New and Renewable Energy (MNRE) has proposed a Green Hydrogen Certification Scheme to enhance transparency and accountability in the sector. The Bureau of Energy Efficiency (BEE) will oversee accredited agencies for monitoring and certifying green hydrogen projects. The scheme aims to establish guidelines for greenhouse gas emission calculations and ensure the environmental credibility of green hydrogen.

The Ministry of New and Renewable Energy (MNRE) has introduced a draft proposal for India’s Green Hydrogen Certification Scheme to enhance transparency and accountability within the sector. According to the draft, the Bureau of Energy Efficiency (BEE) will act as the nodal authority, responsible for accrediting agencies that will monitor, verify, and certify green hydrogen projects.

The scheme aims to establish clear guidelines for calculating the greenhouse gas emission intensity in green hydrogen production, as well as set up a robust certification process. The goal of the initiative is to ensure both the origin and environmental credibility of green hydrogen.

Accredited carbon verification agencies will handle the validation and verification activities related to carbon credits. These agencies will conduct annual reviews of claims made by green hydrogen producers. To take part in the scheme, producers must register on a specified portal and comply with the measurement, reporting, and verification framework outlined by the certification program.

An industry executive emphasized the significance of the scheme, stating it will “provide assurance to international buyers by ensuring adherence to set standards.” The certification is expected to increase confidence in India’s green hydrogen exports, boosting the country’s position in global markets.

The World Bank has reported that India has already attracted $70 billion in investments for green hydrogen and electrolyzer manufacturing. Major companies such as Reliance Industries, Adani Enterprises, Indian Oil Corporation, Larsen & Toubro, and NTPC have made substantial commitments to the sector. Stakeholders have been given a deadline of September 27 to submit feedback on the draft proposal.
