New Delhi, June 16: Elon Musk’s ambition to bring Starlink’s high-speed satellite internet services to India may face a significant roadblock as the Indian government examines potential national security risks associated with the company’s advanced satellite technology.
According to sources familiar with the matter, authorities are reluctant to approve Starlink’s use of laser inter-satellite links (LISL)—a technology that allows satellites to transmit data directly to one another in space without relying on ground stations.
Officials fear that this system could allow sensitive data generated by Indian users to travel through foreign gateways and surveillance hubs before reaching Indian networks. Such routing could potentially bypass domestic monitoring and regulatory frameworks, raising concerns over data sovereignty and national security.
Why Is The Technology Raising Concerns?
Starlink’s latest generation satellites are equipped with laser communication systems that create a mesh network in orbit. This enables data to be transferred between satellites without immediately touching ground infrastructure.
Security agencies reportedly believe this architecture could make it difficult to ensure that Indian internet traffic remains within the country’s controlled network environment.
Concerns have also been amplified by reports that SpaceX retains centralized control over network operations. Authorities cite instances during geopolitical conflicts, including in Ukraine and West Asia, where satellite connectivity decisions attracted global attention.
Government’s Conditions For Starlink
Sources indicate that India may require Starlink to either disable or heavily restrict laser-based routing for Indian subscribers.
Under the proposed framework, every packet of data originating from India would need to pass exclusively through government-approved gateways and control centers located within the country, preventing foreign routing through space-based links.
Although Starlink has been working on establishing local gateways and infrastructure in India, officials are proceeding cautiously and conducting extensive security audits before granting any final approvals.
Competitors Could Benefit
India’s satellite broadband race also includes Reliance Jio-SES and Eutelsat OneWeb, both of which reportedly rely on different architectures that do not involve laser inter-satellite links.
As a result, the government’s stringent scrutiny is expected to impact Starlink more directly than its competitors.
No satellite internet operator has yet received final approval to launch commercial services in India. Authorities are also reviewing applications from other players, including Amazon’s satellite broadband venture.
