New Coal Blocks Aim to Attract Investment and Generate Employment
The Coal Ministry is launching the 16th round of commercial coal mine auctions, continuing India’s push to attract private investment and expand commercial production in the domestic coal sector.
The latest auction round will offer a fresh set of fully explored and partially explored coal blocks, with the government expecting the process to generate employment and bring additional investment into coal-bearing regions.
India opened commercial coal mining to greater private-sector participation in 2020. Since then, 15 completed auction rounds have resulted in 147 coal mines being successfully auctioned, according to the ministry.
The auction programme has also brought 44 new companies into the sector, broadening private participation in an industry that plays a significant role in India’s energy and industrial economy.
The mines auctioned through the previous rounds are expected to generate approximately ₹47,500 crore in annual revenue and attract nearly ₹55,000 crore in capital investment.
The government estimates that these projects could generate around 4.9 lakh employment opportunities across India’s coal-bearing states as mines move through development and production.
The commercial coal mining framework has been structured with relatively liberal investment conditions. There are no end-use restrictions on coal produced from commercially auctioned mines, allowing successful bidders greater flexibility in how production is utilised.
The framework also permits 100% foreign direct investment through the automatic route, opening the sector to international capital without requiring prior government approval under the applicable route.
Upfront payments have also been kept relatively low and can be adjusted against future revenue share, according to the ministry.
With the 16th auction round, the government is seeking to bring additional coal blocks into production while expanding investment, employment and participation in India’s commercial mining industry.
