The Department of Land Resources (DoLR), under the Ministry of Rural Development, has begun discussions with the RBI Innovation Hub (RBIH) to integrate Digital Public Infrastructure (DPI) for land records with India’s digital lending ecosystem.
The meeting, chaired by DoLR Secretary Narendra Bhooshan, focused on creating a secure, consent-based system that allows authenticated digital land records to be used for faster and more efficient credit delivery, especially for farmers and rural households.
One of the key objectives is to simplify access to Kisan Credit Cards (KCC) and other agricultural loans. By linking verified digital land records with the Unified Lending Interface (ULI), banks and financial institutions can process loan applications more quickly while reducing paperwork and verification delays.
Officials also discussed creating a mortgage information and flag-marking mechanism to prevent multiple loans from being issued against the same land parcel. This is expected to improve transparency, strengthen risk management, and reduce fraud in the lending system.
The collaboration will also focus on adopting common data standards, improving API interoperability, and expanding the use of ULPIN (Bhu-Aadhaar), a unique digital identity for land parcels.
According to the Department of Land Resources, the initiative is designed to transform land into a trusted digital asset, helping more farmers and rural citizens gain easier access to institutional credit while strengthening India’s digital land governance framework.
